WASHINGTON — The Freight Transportation Services Index (TSI) fell 0.6 percent in May from its April level, declining for the third consecutive month to the lowest level in 12 years, the Bureau of Transportation Statistics reports. The May decline was the smallest of the three consecutive decreases.
