Mississippi’s utility regulators are proposing rules that would be relatively favorable for residential users to deploy solar panels, but they’re leaving wiggle room for changes.

The Public Service Commission voted Tuesday to issue its proposed “net metering” rule, with plans to accept public comments through July 1 and then hold a public hearing.

The rule would require that utilities connect to people who have solar panels or other methods of generating renewable energy, and credit bills for power they feed back to the grid. The rules wouldn’t allow any fees above the standard connection charges that all utility customers pay.

Mississippi is one of the last states without a net metering rule, but a consultant hired by commissioners issued a report last year saying such connections would benefit all users.

Meantime, Entergy started construction on the first of three solar sites it plans to build. The one in Hinds County will be the first, followed by ones in Senatobia and Brookhaven. The three will provide enough power for 175 single-family homes.
