Martin, Mosher inducted service group

Dr. Bill Martin, the director of the Coastal and Hydraulics Laboratory (CHL) at the U.S. Engineer Research and Development Center (ERDC) in Vicksburg, and Dr. Reed Mosher, the director of ERDC’s Information Technology Laboratory (ITL), were inducted into the Senior Executive Service in a ceremony in Washington, D.C. The Senior Executive Service is comprised of dedicated executives who have been charged with leading the continuing transformation of our government.

Martin has been a member of the ERDC family since 1985, when he was hired as a research hydraulic engineer in what was then known as the Hydraulics Laboratory. He holds a bachelor’s in civil engineering from the University of Tennessee, a master’s in the same and an MBA in finance, both from Memphis State University and a doctorate in civil engineering from the University of Memphis.

Mosher began his ERDC career in 1978 as a civil engineer and was promoted to a senior research civil engineer in ITL in1989, a position he held for five years before transferring to the Geotechnical and Structures Laboratory (GSL). He earned a bachelor’s in civil engineering with specialization in geotechnical engineering from Worcester Polytechnic Institute in Worcester, Mass., a master’s in civil engineering with specialization in geotechnical engineering and engineering mechanics from Mississippi State University and a doctorate in the same from Virginia Polytechnic Institute and State University. Mosher is a past recipient of the DoD Distinguished Civilian Service Award, the Meritorious Civilian Service Award and the National Technology Advancement Award. He served as the chief of the Structural Mechanics Division in what was then known as the Structures Laboratory and as the technical director for Survivability and Protective Structures and the lead technical director for Military Engineering at GSL before returning to ITL as its director.

The pair was part of a group of five Corps employees to be inducted and pinned by Commanding General Lt. Gen. Robert L. Van Antwerp. All of ERDC’s laboratory directors, along with ERDC’s director and deputy director, are members of the Senior Executive Service.
