It would be built by private funds and the investors would recover their investment by charging a toll. From what I understand most toll roads pay for them self in a short period of time and then make money for the investors… Tuscaloosa and Gulf Shores are two examples. It would not cost the tax payers a penny and people that do not want to pay a toll can use the roads that they are using now.

I do not know about the above mentioned project… is it earmark or pork? Without knowing I can not judge, but either way maybe more projects should be shifted to the private sector and not cost the tax payers.
