		<description><![CDATA[Personally, I don&#039;t see what the problem is or why this is a partisan issue.  I don&#039;t necessarily agree with one chamber being directly involved with what the other chamber is doing but the rest of it is how it should be.  It&#039;s good to see that some people in the legislature actually understand that there&#039;s a finite amount of money to spend.  It may &quot;pit agency against agency&quot; but isn&#039;t that how the government is supposed to operate?  When did we start believing that every agency should have all the money they want?  The whole point of the budget and appropriation process is to decide how we will divide up the available money between the agencies.  If one agency needs more, it&#039;s got to come from somewhere.]]></description>
