Senate confirms three

The Mississippi Senate has confirmed the appointments of Alwyn H. Luckey, Col. Donald R. Taylor and Deanne Mosley to the Mississippi State Personnel Board (MSPB). Luckey was appointed (MSPB) by Gov. Phil Bryant to fill an unexpired term through June 30, 2014, representing the Second Supreme Court District. Taylor will serve as an at-large member of the board appointed by Bryant to a five-year term through June 30, 2017. The Senate has also confirmed the appointment of Mosley as executive director.

Luckey is a long-time resident of the Mississippi Gulf Coast. He received his bachelor of arts from the University of Mississippi and his juris doctorate from the University of Mississippi. Luckey is licensed to practice in Mississippi in all federal and state courts as well as in the U. S. Court of Appeals for the Fifth Circuit. His law practice includes state and local government consulting, business law, construction defect/water intrusion, asbestos injury, real estate and general practice. He is currently the sole shareholder of The Law Firm of Alwyn H. Luckey, P.A., and judge of the City of Ocean Springs.

Taylor served as executive director of the Mississippi Department of Human Services from 1995-2008. At the time of his July 1, 2008, retirement, the Crystal Springs resident was the longest-serving director of a state DHS. He received his bachelor of science from the University of Southern Mississippi and is a graduate of the Command and General Staff College as well as the American Technological University where he received a master of science psychological counseling.

Mosley, a native of Meridian, served as MSPB chief of staff from June 2009 through January 2012. Prior to returning to public service, she was in private practice and had previously served as special assistant attorney general and director of the Attorney General’s Consumer Protection Division. While with the Attorney General’s Office, she served as counsel at the MSPB, Department of Education and Department of Finance and Administration. Mosley received a bachelor of public administration and a juris doctorate from the University of Mississippi.
