NEW ORLEANS — The full 5th U.S. Circuit Court of Appeals has refused to hear an appeal from Zach Scruggs, who was implicated as having knowledge of a judicial corruption scheme that toppled his father, plaintiffs’ lawyer Richard “Dickie” Scruggs.
