NATCHEZ — Larry L. Brown has won the Democratic primary for Natchez mayor, defeating Phillip West by 541 votes in the runoff. Brown, former executive director of the Mississippi Department of Transportation, received 56 percent of the vote, or 2,696 votes in yesterday’s runoff election.
