NORTHEAST MISSISSIPPI — Officials have signed an international pact to link the Tennessee-Tombigbee Waterway with goods shipped through an expanded Panama Canal. The Tennessee-Tombigbee Waterway Development Authority yesterday signed a memorandum of understanding with the Panama Canal Authority.
