BAY ST. LOUIS — The city of Bay St. Louis has unanimously passed a measure recognizing the dignity and worth of all city residents, including those who are lesbian, gay, bisexual and transgender (LGBT), the Human Rights Campaign reports. Judge rejects Delta school district's desegregation plan

CLEVELAND — A federal judge has rejected a desegregation plan submitted by the Cleveland School District that relied on creation of magnet programs to attract whites to schools that are predominately black.
