Leadership program gets needed boost 

STARKVILLE — The Appalachian Regional Commission (ARC) has approved $697,051 for Mississippi State University (MSU) to create the High Performance Leadership Institute, a program aimed at turning around failing and underperforming schools in Mississippi.
