Richard Harrell, P.E., BCEE has joined FC&E Engineering as Director of Operations.

Harrell retired from the Mississippi Department of Environmental Quality as Director of the Office of Pollution Control, where he was responsible for managing the agency’s Air, Water, Solid Waste, Hazardous Waste, CERCLA, Brownfields other programs and associated US EPA federal delegation of programs to the State.

He has over 20 years experience in core environmental program management, executive level management and firm understanding of state and federal environmental policy and regulations.
Harrell holds a Bachelors of Science in Chemical Engineering from Mississippi State University and a Masters of Science in Environmental Engineering from the University of Mississippi. He is a licensed professional engineer in the state of Mississippi and a Board Certified Environmental Engineer by the American Academy of Environmental Engineers. In addition Mr. Harrell has received numerous awards and commendations from US EPA, US DOJ, US Coast Guard, and elected officials throughout his career.

FC&E Engineering is a civil and environmental engineering firm with its main office headquartered in Brandon, MS and support offices in Starkville, MS; Monroe, LA and St. Louis, MO.
